Round 1: Goku (Pilaf Saga) vs Gohan (Saiyan arc)
Round 2: Goku (21st Tournament) vs Gohan (Saiyan arc)
Round 3: Goku (22nd Tournament) vs Gohan (Saiyan arc)
Gohan won't run away and he can't raise his power with rage.

Not been set out, so just gonna assume Goku is brought up to Gohan's PL, it's on the tournament stage and Goku has the Power Pole but not the Nimbus and Goku can't transform. The idea of Gohan not being able to raise his PL is a bit weird, since beam attacks tend to raise your PL, but with Gohan it's hard to separate his rage from his masenko power. I'm guessing this is an angry Gohan, without the power.
Round 1: Gohan wins due to having a wider range of techniques (including flight) and being able to read ki.
Round 2: Goku has more techniques, but still can't sense ki. He should be able to jump up to Gohan or use the Power Pole, but even in the 22nd Krillin could dodge him in the air just by exhaling, so I can see Goku having trouble with Gohan moving in the air so much. I don't think Goku's tricks like poking the eyes will work on Gohan, because Gohan won't get involved and he can sense ki so pretending to be a monkey won't do much. If Gohan grabs Goku's tail it's over. Hard to say who gets the better of the hand to hand exchanges/beam use. I can't remember if Goku was able to redirect the kamehameha at this point or not. If he could, that could give Gohan the run around a bit, but hard to say if Gohan would leave an opening to be attacked or whether Gohan can fly towards Goku and confuse him. Goku had been sparring with Krillin for a whole year, but Gohan had been trained by and sparred with Piccolo, did image training with adult Krillin for a month. Goku is probably going to persevere more than Gohan would. I'd say Gohan is more likely to win, because I think he'd have the edge hand to hand and can mix it up with his flight to surprise Goku, whereas Goku can't do the same to Gohan (since Gohan will just sense his ki).
Round 3: Goku wins. Too good hand to hand at this point, since he's used to fighting people around his own level, whereas Gohan doesn't have much experience in comparison. Tail isn't a weakness any more either. Flight isn't too a big problem by now I think, although it'll still be a bit awkward to deal with by using jumping, the Power Pole and the kamehameha. Gohan won't use his range from flight that well, since his masenko is quite slow to startup so can't be used unless he's quite far anyway. Still close I think, but Goku wins more often.

Goku wins all rounds because Gohan has no experience in fighting at all.

If this is Gohan before he was trained by Piccolo, then Goku obliterates him. However, if this Gohan after he was trained by Piccolo, then he destroys Kid Goku. The gap in power is too much.

Gohan was trained by Piccolo for about 5-6 months approximately, I believe. Supposedly the Namekian is a skilled and efficient fighter that uses the same type of "fighting style" as Kami. Is it better than the Kame style which Goku learned from his grandfather? Who can say. I don't see much difference at all with respect to the hand-to-hand aspect of combat. Next to Gohan's tutelage, Goku probably spent at least 2-4 years learning how to fight from Grandpa Gohan. So with respect to practice and attunement, Goku should have the advantage. Gohan has the benefit of already knowing how to fully and properly harness his ki, though, unlike BoDB Goku.
Round 1: I feel that this one would go to Gohan. Unlike Goku, Gohan is capable of efficiently projecting his ki into a potent energy projectile after having trained with Piccolo.
Round 2: Now Goku has shown ki usage that's arguably on par with Roshi. More importantly, he's demonstrated a surprising level of adaptability and endurance in combat. Gohan's endurance isn't quite as good as he's been shown to grimace quite noticeably after taking a serious hit. What Gohan does have in his favour is an acknowledgement from the likes of Krillin for his capabilities as they were image training on their voyage to Namek. Also, he can fly, but it likely isn't usable for prolonged periods of time at the levels of ki and stamina that were used during the 21st tournament.
From external observations, I want to say Goku, but we also can't forget about his tail which could be exploited in order to give Gohan an advantage. In the end, I might side with Gohan again.
Round 3: Okay, so Goku has tempered his tail to resist any kind of constricting pressure applied to it. Over the course of the fights during the 22nd tournament, he showed remarkable improvisational and creative usage of the tail for combat purposes. While Goku still isn't able to fly, he does have experience with battling flight capable opponents like TIen. I might feel comfortable with handing this fight over to Goku. If we had more context as to the conditions and execution of Gohan's mental sparring with Krillin then he might a better leg to stand on. Since we don't, however, I'm gonna hand this one over to Goku.
